The company behind Da Ma Cai entered the Malaysian number-forecast landscape toward the end of the 1980s.
The story behind the dates
The name Da Ma Cai would become familiar much later. In the beginning, the documents speak of Pan Malaysian Pools, incorporated on 4 July 1988. It is a useful reminder that an industry can be known publicly by names different from those appearing on its earliest legal papers. For readers trying to find old notices, it is the registered company name that opens the first door.
The source material soon gives us a second date that needs explaining. At the company's 30th-anniversary celebration in 2018, chairman William Cheng said the enterprise had been conceived on 14 July 1988. The operator's formal corporate profile gives 4 July for incorporation. Two statements need not describe precisely the same event, but they certainly should not be merged without explanation. The difference offers a glimpse of how an official registration and an organisation's later recollection can diverge.
Cheng's speech also supplies unusually memorable figures. The company began operations in 1989 with 33 outlets, he said, and reached 343 within approximately two years. Those are not figures that Go4D has reconstructed from hundreds of shop records; they are a chairman's retrospective account. Yet they still draw attention to the importance of a physical network before results became routinely accessible through smartphones.
What is absent from the record matters too. We do not have a verified address for the first outlet, the identity of its first counter clerk or the contents of a first-day conversation. A fictional re-creation could fill those gaps, but it would mislead readers of a history section. The real story can instead follow the business's ambition as evidenced by its reported expansion and the later identity it built.
Fast-forward to November 2018. The company celebrated its 30th anniversary in Kuala Lumpur. The operator's notices describe a gathering of staff, agents and guests; contemporary reports identify senior figures including chairman William Cheng and managing director Tan Kong Han. Those names are credible for the anniversary scene, but the 2018 programme cannot be taken as evidence that each person founded the business in 1988. A later narrator is not necessarily the actor responsible for every earlier milestone.
Another name appears in the journey: Da Ma Cai, the public brand adopted in 2004. The legal entity remained Pan Malaysian Pools, while its public-facing identity evolved. The distance between 1988 incorporation, 1989 sales, early growth and the 2004 rebrand is what gives this company a true chronological story. A reader following it sees not a ready-made famous brand, but a business whose identity and distribution network developed over time.
An outlet count makes the story vivid but it is only the beginning of a deeper question: how did an organisation build a distribution network in the years before result checking became a routine online habit? The anniversary account offers a beginning and an approximate rate of growth, not the answers to every logistical detail. It leaves room for worthwhile future research into old shop directories, advertising and the testimony of people who actually worked in the early network.
The later anniversary also illustrates the nature of corporate memory. A chairman addressing staff and agents decades after incorporation speaks from within the business and selects moments he considers important. Such a speech should be neither dismissed nor accepted as a contemporaneous operating ledger. The best account identifies the speaker and event, preserves the numerical claim and makes clear what evidence would be needed to corroborate it.
Inside the historical record
Start with the incorporation register
Pan Malaysian Pools' corporate description records incorporation on 4 July 1988, and states that its Numbers Forecast Totalisator business operated under the Racing (Totalisator Board) Act 1961. The date and the statute are deliberate details: this was a registered enterprise with a particular legal and operational identity, not the beginning of every lottery in Malaysia.
At the company's 30th anniversary in November 2018, chairman Tan Sri William Cheng spoke of Pan Malaysian Pools having been 'conceived' on 14 July 1988. That retrospective statement appears to differ by ten days from the formal incorporation date. It should not be corrected away silently. One may refer to legal registration on 4 July and to Cheng's later anniversary phrasing as an attributed memory.
His speech also characterised the business as the third number-forecast operator in the country. That is useful testimony from a senior corporate figure, but it is not a replacement for a complete independent inventory of every historical lottery type or local operator.
The 33-outlet beginning
Cheng's anniversary account says operations started in 1989 with 33 outlets. Within around two years, he reported, the network had reached 343. Those are specific, attributable figures, and the scale of the stated increase helps explain why distribution mattered to a new operator competing for public recognition.
Yet the figures are not street-by-street evidence. The speech does not identify where the first outlet stood, which agent opened it, what a particular ticket looked like on opening morning or how much each shop sold. A literary recreation of those scenes would be fiction, not researched history.
The business development is still readable as a story: a company registered in one year, beginning retail operations the next, then building a substantially larger network by the early 1990s. Its consumer brand had not yet taken its familiar final form.
The people who later told the story
The 2018 celebrations at Wisma Huazong provide a documented later scene. The company's published account describes more than a thousand guests, staff and agents gathering for the 30th anniversary. A separate report names Managing Director Tan Kong Han, Chairman William Cheng, Director Chua Ma Yu and Director Chew Seong Aun at the cake-cutting ceremony.
These are real people and a real reported event—but from 2018, not a photograph of the 1989 opening. Distinguishing when a participant spoke is part of telling a more sophisticated story.
Cheng used the anniversary to link early outlet growth with later innovations and the 2004 Da Ma Cai rebrand. That perspective shows how a company chose to remember itself after thirty years; it should not be confused with an untouched contemporary record from the founding decade.
Da Ma Cai's earliest documented story belongs to Pan Malaysian Pools: legal incorporation in 1988, reported operations from 1989 and an expanding outlet network long before the modern brand was adopted.

These supporting notes preserve the source-by-source explanation behind the narrative above, including distinctions between registration dates, ownership, game launches and later corporate recollections.
4 July 1988: incorporation
Pan Malaysian Pools Sdn Bhd states that it was incorporated in Malaysia on 4 July 1988. It identifies its business as Numbers Forecast Totalisator operations under the Racing (Totalisator Board) Act 1961. That is a useful reminder that the three major Malaysian result brands did not begin under identical corporate structures.
At its 30th anniversary event in 2018, the company's chairman described the business as the country's third numbers-forecast operator. The anniversary speech used the phrase 'conceived on 14 July 1988'; the legal incorporation date on the operator's About Us page is 4 July. These are different descriptions, and Go4D uses the incorporation date when referring to formal registration.
1989: selling begins
The company's anniversary account says Pan Malaysian Pools started business in 1989 with 33 outlets. It reports expansion to 343 outlets within a two-year span. Those are operator-reported historical figures, not estimates derived from contemporary web traffic or recent outlet counts.
Physical distribution mattered in a period when customers relied on retail outlets and printed result information. It helped make a new operator visible in an established market.
A brand that kept evolving
The Da Ma Cai name familiar today was not the only identity used by the operator. The anniversary history later records a 2004 rebranding of Pan Malaysian Pools to Da Ma Cai, with a charging-horse symbol as part of its brand identity.
Current Go4D Da Ma Cai pages therefore use the recognizable present-day brand while distinguishing the company's earlier legal and operating history.
The formal registration and the anniversary story
Pan Malaysian Pools gives 4 July 1988 as its incorporation date. A later anniversary address by chairman Tan Sri William Cheng referred to the business being 'conceived' on 14 July 1988. Those descriptions are not identical: the formal company record and the retrospective speech serve different documentary purposes.
Reporting the difference openly is more useful than quietly picking whichever date is more memorable. The same address described Pan Malaysian Pools as Malaysia's third number-forecast operator, a positioning given by its chairman rather than independently asserted by Go4D.
The initial network of outlets
At the 2018 anniversary, William Cheng said the business began operating in 1989 with 33 outlets and reached 343 outlets within two years. These are historical figures attributed to the company; they should not be mistaken for current shop counts or for a census of all number-forecast retailers in Malaysia.
For perspective, growing a physical outlet network made the operator visible across more communities and created the need for consistent sales processes. That is a business interpretation, not an undocumented claim about which town received which outlet first. No individual first-outlet address is asserted without source evidence.
An operator under a different statute
The company describes its main business as managing a Numbers Forecast Totalisator under the Racing (Totalisator Board) Act 1961. Readers may know the consumer brand Da Ma Cai but not the legal entity Pan Malaysian Pools. Both are important when researching historic documents or contemporary corporate statements.
This also helps explain why the operator's legal starting point should not be described using Magnum's first-private-licence language. The three major Malaysian result brands have overlapping products but different institutional histories.
How the Da Ma Cai name came later
William Cheng's anniversary narrative recalls a 2004 rebrand from Pan Malaysian Pools to Da Ma Cai and associates it with the charging-horse symbol. The corporate incorporation record remains 1988; the brand identity associated with many current results came later.
A visitor consulting results under today's Da Ma Cai label should understand that pre-2004 corporate material may not use that same name. By connecting the old and new identities, Go4D can offer historical context without pretending its current database contains every early draw.

How these stories are researched
Corporate histories are authoritative for a company's own reported milestones but remain self-published statements. Later speeches are identified as retrospective accounts. Interpretive passages explain significance without inventing dialogue, historical scenes or unnamed founders. Illustrations are original conceptual artwork, not historical documentation.
Independent educational reporting only. No ticket sales, operator affiliation or claims that historic results can forecast a future draw.
